How can I make a programs blacklist in C++?

How can I make a programs blacklist in C++?

I wanted to add a blacklist to my MIDI Driver, because Windows, for some reasons, loads it in Explorer, Service Host and other system services, making it unable to be uninstalled.

I read that your driver has a built-in blacklist, how can I add something like that, in C++, to my driver?
