The best software is by far Sibelius, and for the freeware - MuseScore is just about right.

Sibelius is excellent for music scoring but not for midi creation in my opinion. Cubase 5/8 is probably the best software for midi/audio on PC that I know. For freeware LMMS or check this link:

I have been a huge fan of NoteWorthy Composer for the last fifteen years or so. It is a great compromise tool if you want both a notation processor that lets you create decent-looking prints for scores and parts, and an okay MIDI sequencer that gives you access to a good set of the MIDI commands. There are probably programs that do either of those better, but not much that does both well. Seems to work best if you are approaching from the perspective of a pianist / singer / classical musician; less so if you are approaching it as a guitarist though as there is no tab input.
