I don't know PureData and I have little-to-no experience with VMPK.
First thing I'd check if VMS is correctly installed and usable on your system: install a well known MIDI player like VanBasco Karaoke Player (remember to run ite setup with Run as administrator option, even if not asked to) and check if VMS can be selected as output device in its config page.
If not, then something went wrong during installation.

I still need to know how pure data is gonna talk with it but i will search in the internet.
