No need for workarounds anymore since a fixed version is available (see the first post).
Additionally, midi key (without numbers) is expected to be left untouched since it's reserved to the OS.
So you shouldn't change it.
VirtualMIDISynth always installed itself in midi1, midi2, ... keys (using the first available).

I have the same issue - has to be restarted after Windows reboot.
Windows 10 Pro (64 bit) (10.0.19041)
VirtualMIDISynth: 2.9.2 (x64)
Memory (MB): total 8129, free 4592 (57%)
Available devices: 1
=== VirtualMIDISynth #1 ===
I use midisynth with Sibelius 4 (which works in Windows 10) to get some nice soundfont sounds.

I must have missed the fix first time around. I just downloaded it and tried it and it seems to work. Hats off to all you clever people.

On every Windows 10 startup, a message appears announcing that the midi driver is not properly installed and asks if I want to correct it. I am attaching a copy of the screen and additional information.

See the file attached to the first post of this thread.
Despite of version number, that version contains a fix for this bug.
In a few days I'll start 2.10 beta thread...
