I really don't know why, but you'll be surprised to know how many processes load winmm drivers without any valid reason.
Some of them are included in VMS blacklist, others sould be manually included by the user:
Open configurator --> Options tab --> Device settings --> MIDI clients blacklist

Well, that setup page uses an NSIS plugin that I've helped improving some times ago:

It works by enumerating processes and, if required, ask them to be closed by sending a WM_CLOSE message to their main window.
That's why it doesn't work for processes without a main window, like your Logitech...

You could check this by installing VMS with VMS running:
it should show VMS as the one blocking installation, but close won't work. If you open VMS configurator window (and restart setup) you'll see that the option appears...

It should be better to always add the "Close process" option, but set it to disabled state when close is not available.
I'll have a look at it (ASAP).

Installation questions

Been meaning to ask this for a while now and the latest new version reminded me so thought I'd get it done.

During the installation process there is a window that advises a list of processes that are locking the installation and suggests that we close them. No problem - although I am curious as to why the Logitech mouse driver should be one of these. Anyway - on to the question.

The box says that right-clicking on an item allows me to attempt to close it. Um - well - actually - no it doesn't. What a right click does is offer to copy the list to the clipboard. I suppose I could be misunderstanding the intention here but if that is the case then may I suggest that the wording is misleading and causing my confusion. What is actually intended here?
