It seems that the Cakewalk software uses a rather non-standard method.

in the Event editor:

Press insert

Double click on the  "Kind" box and change value to RPN
Double-click on the "Data" box and enter 0 (zero) //0=Pitch Bend Sensivity 1=Fine Tune 2=Coarse Tune etc...
Multiply the value you want by 128, and enter the third box.

for example: 
2 x 128 = 256 for whole-note (2 half step)
12 x 128 = 1536 for the octave (12 half step)

Strange.
Download the free midi editor Sekaiju and look at the file I sent with it (No installation required, open it in a directory and run it).
I didn't write that kind of data.

Excellent.  It works and proves VirtualMidiSynth and the sound font files are fine.

FYI:  Here is what the event window looks like from your file.

CakeWalk interpreted the data correctly, however, there is no place to enter "Pitch Bend Sensitivity" data.

I'll be over on the Cakewalk site!

Your sample pic. looks normal.
I've attached a file for you to test.

I'm not sure what CC38 is used for here (LSB)
Delete it if you don't know :)
The LSB value for Pitch Bend should be ignored.

The midi file I added works with VMS 2.7.1

x:x:010 CC 101 0
x:x:020 CC 100 0
x:x:030 CC 6  (value) // 12 for octave (default:2)

Once you have entered the parameters, it is recommended that you send the RPN-reset command so that they do not affect anything else.

Nope, I'm using a Creative SF2 sound font file.

I replaced the Bass.dll and BassMidi.dll files with the newest 64 bit versions....there was no change in behavior that I could detect.

The second links refers to some errors related to SFZ soundfonts (are you using them?) and it also links some updated BASSMIDI versions.

VMS 2.7.3 actually uses BASSMIDI 2.4.11.0 (2017-10-30).
Actually there's a newer version of BASSMIDI (2.4.12.1) here.
Maybe you could try to download it and replace the bassmidi.dll bundled with VMS (beware of bitness, extract x64 version from downloaded ZIP file if you're on a 64bit OS).

Please report here if you have any benefit from the updated version, so I'll include it in next VMS version.

Can Pitch Wheel Bend Range be changed?

I tried changing the pitch wheel bend range from 2 semitones to a full octave.

I'm not sure if I sent the wrong messages or it's not supported.
