Add Dithering to improve sound quality

Dither improves sound quality. So maybe it should be added in VMS.

All the "analog" tasks of VirtualMIDISynth (I mean the tasks that synthesize "analog" sound out of MIDI commands) are in charge of BASS libraries.

That's fine, BASS_SAMPLE_FLOAT is already enabled in both VMS 1.x and 2.x, if the OS is Vista or newer.
XP doesn't support floating point audio samples.
