All channel volumes are 127 (maximum).
Did you manually set the MIDI file?.
Mixdown is about decreasing the volume, not increasing it.
If you have only one channel and one voice, volume: 127 isn't a problem.
But more than that, it starts to change.
The midi file, you are using, uses a maximum of 24 notes at the same time.
This requires that the volume of each channel be about 32 on average. (or set to master volume: 32)
If there is a master volume, you can adjust it directly there.
If not, you will have to set each channel separately.
Master volume (or per channel volume) list:

PS: Some software, compresses the output volume according to the maximum number of sounds or the peak state.

It seems that your input MIDI file is a bit "over-volumed".
Since MIDI->WAV converter still doesn't have a MIDI Mixer (but will have in the future), the only chance you have to fix it is to edit MIDI file before conversion.

I do not know how to edit or create MIDI files. In other applications, this file played well using VirtualMIDISynth. A converter without a mixer seems unusable to me. I will have to convert through winMixer and Audacity.

MIDI Mixer was added to VirtualMIDISynth MIDI Converter in version v.2.5.0 (2018-06-26).
